We can examine systematically the extending process from promotion policy of regional industry and R&D investment, knowledge production and utilization to impact on regional economy. This study analyses impact of promotion policy of regional industry and R&D investment, knowledge production and development of regional industry with systematic view. Results of the research show that R&D investment of Gangwon province have been continuously increased particularly on biotechnology, new materials and plasma since 2002. Therefore, knowledge production and potential capacities in the region dramatically increased. Regional competitiveness index in Gangwon province showed regional economic strength. Innovation capacities index grew up, industrial development grew down little bit and human resource immensely grew down. The trends of these indexes shows there may be a decrease of future innovation capacities in this region. Among regional strategic industries, visitor industry accounts for the most relative important area in Gangwon province. Biotechnology, medical devices, new materials and prevention of disasters are following. In particular, the number of firms in biotechnology industry increased substantially and the phenomenon showed that the impact of R&D investment of Gangwon local government started to appear in the region.

When there occurs an oil spill accident, clean-up activities take place to save the ecosystem and reduce the accident``s impact on local residents of the affected area. Right after the Hebei Spirit oil spill accident, local residents as well as volunteers who came from all over the country actively participated in clean-up activities. In contrast to interests in the initial clean-up activities, however, the issue on when, how, and by whom the clean-up is to be ended has not been fully discussed. Being aware of this problem, this study investigates the meaning of and regulations on the clean-up end point from a perspective of environmental governance, reviews when, how, and by whom the accident``s end point of the actual clean-up has been determined, and examines the adequacy of clean-up end point of the Hebei Spirit oil spill accident. It also undertakes a questionnaire survey and in-depth interviews to explore stakeholders`` recognition on governance around it, including local officials and residents as well as the actual participants in the decision-making process. This study found three aspects: First, the regulation on the clean-up end point and the decision-making system of the governance were not clear enough; Second, environmental governance was not sufficient in announcing the actual clean-up end point, and; Third, local officials and residents had different recognitions on the processes and participants of the decision-making and on the appropriateness and feasibility of clean-up end point. That is to say, it found that there was not sufficient social consensus on how the clean-up end point should be made and, subsequently, when the clean-up should end based on whose participation. Henceforth, by deriving social consensus based on an extensive understanding of economic, environmental, and social impact of the end of the clean-up and their multidimensional meaning, a more precise legal and institutional apparatus must be established regarding the criteria and time of a clean-up end point and participants in decision-making process for full recovery of damaged ecosystem and local residents`` life.

International exchange of local government in the 1990s can be interpreted as a symbolic behavior securing legitimacy from institutional environment of globalization and localization. On this point of view, this study investigated that three isomorphic pressures concepted by Dimaggio & Powell influence the international exchange. This study suggests that Kim Young-Sam government``s globalization policy, a full-implementation of local self-government and a call for paradigm shift on regional development act a diffusion of the international exchange as a coercive pressure. The growing push for the international exchange has a effect on the local government as a mimetic pressure. Korea Local Authorities Foundation for International Relations, which is a network for globalization of local government, influences the international exchange as a normative pressure.

The management performance evaluation system on the quasi-governmental agencies has been regarded as the effective management system because evaluation system gives self-control to agencies and let them take responsibility of management result. On the basis of precedent research, this study analyzed empirically the effect the management performance evaluation on management efficiencies(organizationl management efficiency, per]sonnel management efficiency, financial efficiency)of quasi-governmental agencies. It compared management efficiencies of 27 quasi-governmental agencies by introduction of the management evaluation system for ten years. And this study analyzed three control variables as asset, budget and age of quasi-governmental agencies to control other effects on management efficiency. According to the analysis, management performance evaluation system could have a positive effect on management efficiency of the quasi-governmental agencies partly even though some other characteristics like assets could have an effect on management efficiency. Management performance evaluation system can be an effective alternative to the quasi-governmental agencies`` innovation as it can enhance their management efficiency.

This study is intended to find out the determinants of job satisfaction, in particular, of public female fire fighters, thereby trying to suggest several policy implications. To that end, this study is drawing on the premise that public officials including public female fire fighters are the internal customers in the first place. Considering the increasing number of female fire fighters on the spot as of today, we need to understand the degree of their job satisfaction. The significant finding results of this study are as following. Among the four major job satisfaction factors, job motivation and organizational management are the main job satisfaction determinants of public female fire fighters. However, they are not influenced by their working environments as much as expected and are even unsatisfied with their personnel management. So, we can infer from the findings aforementioned that the working environments of female fire fighters are improving by degrees but their job satisfaction are depending on more job motivation and organizational management than on physical working environments. Furthermore, their relatively high degree of dissatisfaction on personnel management lies in so-called its unfair practices.

The Poomui(Ringi)-system as decision-making concept is important aspect of Korea. Poomui(Ringi)- system allows group member to participate in decision-making while respecting and maintaining their hierarchical relationships. This paper analyzes the relationships and the paths among factors influencing the rapidity of the Poomui(Ringi) decision-making according to the introduction of team system. Data were obtained from more than 270 survey responses collected from Public Procurement Service. Besides, this study measures the level of Poomui(Ringi)-system operation by employing face-to-face interview survey. In order to enhance the rapidity of the Poomui(Ringi) decision-making, participation in decision-making and decentralization of power are very important factors in team system.

This paper presents Key Performance Indicator(KPI) that evaluates the performance of nonprofit social welfare organization on the perspectives of BSC. And it was analyzed the causal relationship among the four perspectives(customer service performance, business process innovation performance, human resource capacity performance, financial performance) as stated above by applying BSC to such nonprofit social welfare organization, with a view to explore if BSC might be an optimal system to evaluate the performance of social welfare organizations as a whole. The results of analysing the causal relationship among the performance perspectives were all statistically significant, and therefore the research hypotheses were all accepted. The implications of this study are to examine the relationships between several performance measurement, to suggest the empirical performance measurement model of nonprofit social welfare organization, and finally to find the critical factors for social welfare organization performance.

The New Public Management (NPM) - known as “running government like a business”- was popular world-wide in the 1990s. However, it is useful to acknowledge some pitfalls in the underlying assumptions of the reinvention movement. Thus, this paper mainly discusses flaws in the NPM``s theoretical basis. Particularly, the NPM’s underlying assumption resembles the old politics-administration dichotomy observed by Frank Goodnow and Woodrow Wilson in the early 20th century, and is problematic because under this system public officials are excluded from the political arena and are no longer accountable to the president but to the customer. In order to overcome the democratic accountability issue, this paper suggests that we consider reintroducing “politics” into “administration” as an alternative direction for the future. Also, a contingent approach to reform is suggested for the future research topic.

The family welfare service project is one of the family policies funded by the government. In other words, families undergoing changes or influences are provided with an array of services through the family welfare service delivery system. In this sense the family welfare service project can be evaluated by others. In this study a relative efficiency evaluation of family welfare funded by the government will be conducted. It will be used to find ways to strengthen the linking service of family welfare service, arrange similar businesses, seek specialty of particular businesses and the necessity of case management, and strengthen efficient operation of human resources and specialty of organizations. The result can be summarized as follows: Domestic violence counseling centers in large cities are relatively inefficient in comparison with the ones in the megalopolis. Sexual violence counseling centers in large cities are relatively inefficient in comparison when compared to the megalopolis. Integrated counseling centers in large cities are relatively inefficient in comparison with the ones in the medium-sized cities and the megalopolis. Health domestic support centers in terms of efficiency show little difference among the megalopolis, large, medium-sized cities and small cities. Integrated social welfare centers in large cities are relatively inefficient in comparison with the ones in the megalopolis and integrated social welfare centers in medium-sized cities are relatively inefficient in comparison with the ones in the megalopolis and large cities. Using independent variables from input variables selected by DEA analysis for regression analysis shows that regular labor force, volunteers and total expenditure affect efficiency and using independent variables from output variables for regression analysis shows that the number of counsels, programs and cases affect efficiency. Using different types of programs (counsel, treatment, and link) as independent variables and efficiency factors as dependent variable for regression analysis shows that counsel in counseling centers, connection in health domestic support centers, and counsel and treatment in integrated social welfare centers affect sufficiency.

This study investigated whether and how adults’ experiences of participating volunteering activities affect their citizenship. Administering surveys to adults of 19 years old and over who live in Gwangju metropolitan city, South Korea in 2009. An independent sample t-test and multiple regression analyses were conducted using 1,093 adults obtained from the survey. Those who had experiences of participating in volunteering activities obtained statistically significantly higher scores on citizenship scale than the other nonparticipants. Selecting 332 volunteers, multiple regression analyses were conducted. In this study four categories such as individual, affective, cognitive, and activity dimensions were used as independent variables and citizenship scale was used as a dependent variable in each multiple regression model. The results of analysis show that age from individual characteristics, altruism from the affective dimension, knowledge & perceptions of volunteering activities and definition of volunteerism from the cognitive dimension, and satisfaction with the volunteering experience, management, and placement of personnel from the affective dimension turned out to be the significant variables in each regression model. In the integrated model, the effect of each variable appeared in the order of definition of volunteerism, knowledge and perceptions of volunteering activities, altruism, placement, and religion. In order to enhance citizenship, education of volunteers, civic education, and management of volunteers in the participating organization are suggested.

In order to analyze radioactive waste disposal policy with Advocacy Coalition Framework (ACF), this study first, examines main components of ACF, and then applies ACF``s variables, belief system, decision making process, policy making model into a concrete case of radioactive waste disposal facility policy. Even though the study proves ACF to be a useful explanatory model, however, it shows at the same time some theoretical and practical limitations in Korean context.

Regarding a policy as a hypothesis, we can understand the uncompleteness of a policy. To adjust the errors, we need stack up more useful knowledges, especially policy-patterns which is a dynamic path any policy enduring though in the implementing process. So, If we know more policy patterns, we make better policy. We can not only understand the dynamics of policy implementation but also verify and fallsify embeded logics of a policy with the knowledge of policy-pattern. To discover a policy-pattern, we need take not so much as normative perspective as empirical perspective, consider stakerholders`` incentive and understand the meaning of case-study method in a policy analysis.

Specialization of public programs is needed to ensure justification and sustainability of continuing the lottery fund in Korea. This study aims to provide plans to reestablish the list of eligible target projects for specializing the public programs of lottery fund. In the course of the Korean government``s implementation of the lottery fund, negative external effects arise such as encouraging people to depend on luck, and the problem of regressivity of the lottery is also generated. Therefore, for the government to ensure justification for the use of lotteries as a means of raising public revenue, it should use the lottery profits for good causes and generate more positive external effects. In particular, the lottery profits should be used as an earmarked revenue to serve its original purpose, different and separate from the general budget. In this study, the optimum list of eligible beneficiaries of the lottery fund has been selected, using the AHP method. As a result, the three programs for (1) housing security for the working class, (2) supporting the living conditions of the low-income families, and (3) scholarships for the children of the low-income families were chosen as the key programs meeting the established standards of promoting the public interest, distinctiveness, symbolic meaning and connectivity. To successfully achieve the specialization of the public program focusing on the three abovementioned programs, it is necessary to swap some programs between the lottery fund and the general accounts.
